1. Background and Justification

Purpose of the Position

To Provide administrative support to the Senior Management Cluster of the WHO Country Office (WCO) Team programs under the general supervision of the SMO Lead and overall guidance of the WR.

2. Job Description

  • Objectives of the Programme and the Immediate Strategic Objectives

The country team is responsible for promoting technical cooperation, stimulating interest, and coordinating assistance for health development based on global and regional strategies and WHO guidelines. It is also responsible for contributing to the collection, analysis, and dissemination of health information.

The incumbent performs functions related to Program support in the GSM environment. The incumbent works on the basis of general instructions, from his own experience, according to the policies, procedures, rules and regulations of the Organization, ensuring the proper functioning of the team or department. The incumbent is invited to seek advice on unusual matters. Most of the work is checked for accuracy and relevance by the incumbent and by the Health Advisor/HSS Cluster Team Lead and WR on an ad hoc basis for the achievement of results and quality in general; correspondence is referred to the Health Advisor/HSS Cluster Team Lead as needful, before submission to the Representative.

  • Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives)
  1. Initiate correspondence projects on the orientation of Program Managers; finalize them in accordance with WHO and departmental styles and check language, grammar, and accuracy before submission for approval and signature.
  2. Organize the administrative preparation of internal and external meetings, including the preparation of business plans in GSM / Oracle, letters of invitation, cost estimates and travel requests; assist in the preparation of documents; send materials and liaise with participants and others involved.
  3. Analyze correspondence and requests received, highlight incoming documents, attach background information and identify areas requiring action by Program Managers, drawing attention to important issues. Schedule meetings of Program Administrators, according to schedules and needs; take minutes of meetings and follow up on issues requiring action to ensure prompt response to WHO requests.
  4. Obtain information documents for meetings, seminars, workshops, etc. which Program Administrators take part in, verify their availability, and ensure that they have the appropriate information files and documents.
  5. Ensure that technical reports and documents conform to WHO standards, rules, practices, procedures and editing style and correct them as necessary prior to submission to the Representative’s signature.
  6. Use appropriate monitoring tools, monitor and ensure deadlines and deadlines are met, and correspondence and requests are analyzed and processed as soon as possible.
  7. Use GSM to prepare requests for official travel by Program Administrators. Make airline and hotel reservations, prepare travel records and handle other related matters upon request;
  8. Perform other related duties as required or directed, including support to the Administration and the Representative’s Office.

asset. Experience in Oracle-based systems or another ERP-like system is an asset.

The Technical Support Services (TSS) Activity helps USAID/South Africa and the Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID’s largest health portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports Health Office staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.
Position Summary
The Solutions Advisor | Strategic Information provides public health programming, reengineering, data management, analytic, and visualization support across TSS projects to support USAID/South Africa as well as USAID regional health offices (including but not limited to RHO, Eswatini, Lesotho, and Mozambique) to meet critical program objectives. S/he will be responsible for various tasks as described below; for these tasks, the Solutions Advisor | Strategic Information will both complete the work and as requested develop the capacity of colleagues, USAID, government or implementing partner counterparts. The Solutions Advisor | Strategic Information will integrate innovative solutions to all projects, leverage what has worked previously, and adapt approaches to integrate lessons learned and customize solutions to the unique needs of each Health Office.
Primary Responsibilities: Where can you work with a Level 4 certificate?
The Solutions Advisor | Strategic Information will support one or more of the following tasks, core activities and deliverables as listed below and as assigned, based on TSS’ work plans. For these activities, the consultant may be asked to complete the tasks and/or develop the capacity of colleagues, USAID, government or implementing partner counterparts to complete these tasks. Other activities/tasks may be assigned based on the needs of TSS as defined in our work plan.

Data management support

  • Support the implementation of strategies to improve data management and reporting including data collection, data quality assurance, and data sharing to improve routine data reporting.
  • Support with the review of current USAID reporting requirements, processes, and tools, including identifying gaps and areas for improvement and provide recommendations.
  • Collaborate with stakeholders to find innovative solutions to programmatic and operational challenges related to data management and reporting.
  • Conceptualize and design data cleaning and data quality assessment (DQA) approaches and tools.
  • Create, review, and refine both written and visual project content and deliverables for a diverse audience, including process flow diagrams, standard operating procedures, and training slide decks.

Analytics support

  • Conceptualize comprehensive responses to data requests from a variety of stakeholders through the design and development of metrics, the comprehensive interpretation of the analytics, and generating and providing recommendations.
  • Support with the preliminary review of datasets for integrity as necessary and transforming data sets.
  • Support with the development of guidelines and best practices related to data science and analytics.
  • Work across USAID country teams (including South Africa, RHO, Mozambique, Eswatini, and Lesotho) to use priority data to highlight programmatic success and opportunities for improvement in issue briefs or presentations in a variety of settings.
  • Conceptualize, facilitate and contribute to communities of practice to bring the latest knowledge and resources to influence data analytics, visualization, and best practices for programmatic results.

Data Visualization support

  • Using the Tableau visualization software and architecture create interactive dashboards and accompanying summary interpretations for USAID health offices (including South Africa, RHO, Mozambique, Eswatini, Lesotho), implementing partners, and other stakeholders, as required.
  • Guide the design and development of a wide variety of data visualization products to support end users to understand and use the information to make programmatic decisions.
  • Find innovative solutions to show and/or visualize data with the goal of facilitating its understanding and use by USAID and its stakeholders.
  • Support the implementation of best practices within and across USAID health offices and support the understanding and use of data using Tableau for improved program performance.


Requirements: Where can you work with a Level 4 certificate?

    • Bachelor’s degree in public health, data management, project management, or related discipline and/or appropriate certification or relevant work experience.
    • 4+ years working in data management and/or data analytic projects within Southern Africa.
    • Excellent work product design, formatting, and visual skills, including demonstrable design knowledge, such as layout, typography, colour, and interaction design; expertise with charting and other data visualization techniques.
    • Experience with Tableau is required.
    • Experience in data analytic programs such as R, Stata, and/or SPSS advantageous
    • Experience with USAID and/or PEPFAR programs and indicators and general knowledge of the issues concerning HIV and tuberculosis in Southern Africa.
    • Comfortable working in teams as well as acting independently in the implementation of specific tasks, multitasking and prioritizing.
    • Excellent interpersonal skills and ability to work with individuals from diverse professional backgrounds, with experience working in multidisciplinary teams.
    • Analytical thinking and attention to detail, with demonstrated experience in managing complex projects in a fast-paced and deadline-oriented environment.
    • Strong stakeholder relationship and communication skills.
    • Proven capacity to take initiative, strong work ethic, and the ability to work well independently and as part of a team.
    • Excellent verbal and written English language skills, including report writing and presentations in the English language.
